Transporting Used Oil
Q. I am starting a
mobile oil change business, I will be transporting used motor oil in a waste
tank, aprox. no more then 100 gallons at one time.
I would like any information on the regulations and/or permits required to
stay legal. I'm not sure if used motor oil is considered hazmat material. If
not contaminated I don't think it is. But is it considered flammable material?
I would also be interested in businesses that accept bulk used oil either to
recycle or used for other reasons.

It appears that the threshold is 55 gallons; however, it might be best to
confirm this with the NJ Dept. of Environmental Protection at http://www.state.nj.us/dep/dshw/resource/techman.htm#tgb.
Transporting Used Oil.If you transport used oil, you
must be registered as a solid waste transporter. You are exempt from this
requirement if you transport 55 gallons or less of used oil, only transport
used oil on-site, or transport used oil from mobile field changing operations.
You must maintain adequate records and you must provide written notification to
the DEP of your location before you start any used oil activities.
